Ship Unit calculation is not happening as expected when Allow repacking of mixed pallets is marked Y

Summary:

When the Allow Creation of Mixed Freight Ship Units is marked Yes in the order configuration, OTM is not repacking the ship units at order level when the items are different. Ideally, if there is an order with 2 line items with different packaged items and 1 item count each, the expectation is that only 1 Ship Unit (pallet) should be calculated by OTM.
