Are users able to schedule their own reports to be delivered via email?

Summary: Power users want to be able subscribe to Management Report in EPBCS or be able to setup scheduled job to receive report via email.

Content (required): Power users cannot schedule their own Batch Execution jobs to email reports. They want to be able to subscribe to a report by scheduling job. Server Administrator is the only role that allows users to schedule jobs. Is there any other way of granting a Power User ability to setup a scheduled job or subscribe to a report in EPBCS?
