Need to make workplan template a mandatory while creating projects in project execution management

Summary:

While creating projects in project management, we need to make workplan template a mandatory field. 

Content (required):

When Create Project option is clicked in project management, it shows up a popup box. Apart from Project Name, Start and End Dates, there is a field WorkPlan template which is not mandatory. We need to make this a mandatory field.
