Not able to upload offset tax rates from Rapid Setup Spreadsheet

Content (required):

Not able to upload offset tax rates from Rapid Setup Spreadsheet since spreadsheet is not allowing to enter negative percentage in 'Tax rate' column.

However I have removed the data validation from tax rate column but job went into error after uploading with negative percentage. Please confirm if offset tax rate can uploaded via Rapid Setup spreadsheet
