Cannot find Operations for Work Order Transactions

Summary:

In querying the data found in WIE_OPERATION_TRANSACTIONS, I'm noticing that there are WO_OPERATION_ID values that cannot be found in WIE_WO_OPERATIONS_TL.

It is possible it's related to Orderless Reporting.

In the query below, I have a simplified version of what I'm looking to do. I need to pull the Operation name as part of the transactions pull for a report.

When I query the Transactions, they come up. But the link to the Operation Names isn't working. It's like it doesn't exist.

I'm looking for help explaining what I have to change in my query to make a proper connection. But I'm also open to someone explaining where to go in the UI to check if they've setup things correctly.
