Actions button not working on employment Info page for Employee

We are having issues with the ACTIONS button visible on the Employment Info page.

We created the custom employee role with the following privileges:

-View seniority dates

-View additional information about the assignment

-View eligible jobs

-View seniority dates

But by going to that page and clicking on ACTIONS the page goes into error and does not display the destination page.

Have any of you ever encountered this problem? If so, there are additional privileges to add to the employee.
