OCI: Ubuntu Network Unreachable

Symptoms:

When trying to update the ubuntu system with  “apt-get update”, the following errors are seen:

Cannot initiate the connection to ap-hyderabad-1-ad-1.clouds.archive.ubuntu.com:80  
(2620:2d:4000:1::18). - connect (101: Network is unreachable) Cannot initiate the  
connection to ap-hyderabad-1-ad-1.clouds.archive.ubuntu.com:80 (2001:67c:1562::26). -  
connect (101: Network is unreachable)  
Cannot initiate the connection to ap-hyderabad-1-ad-1.clouds.archive.ubuntu.com:80  
(2620:2d:4000:1::1b). - connect (101: Network is unreachable) Cannot initiate the  
connection to ap-hyderabad-1-ad-1.clouds.archive.ubuntu.com:80 (2001:67c:1562::29). -  
connect (101: Network is unreachable)  
Could not connect to ap-hyderabad-1-ad-1.clouds.archive.ubuntu.com:80 (91.189.91.122),  
connection timed out Could not connect to ap-hyderabad-1-ad- 
1.clouds.archive.ubuntu.com:80 (91.189.91.121), connection timed out Could not connect
