add document type to Termination rule

Summary:

I created a new document type that we would like to attach to the Termination action. I was able to go into HCM Design Studio and make the Document of records section visible. However, when I drop down the Document type there are no documents listed. How can I add the Document type to the action rule?

When I select to add a value there are no options
