Extended Job Offer saved in Documents of Record

Summary:

We are currently working on making Recruiting Job Offers visible in Documents of Record. While testing, we see both Extended and Accepted Offers in the document for some candidates, not all.

What controls this behavior? Is there a way we can restrict this to just Accepted Offers?
