Absence Eligibility question

Dear Community, I need your support again.

There is the following scenario:

In a certain LDG, there are 2 types of rules for vacation eligibility, depending on location: thus, locations A,B,C are eligible for front-loaded vacation, while locations C,D,E are eligible for incremental vacation. There are cases when people move temporary between the locations. For example, an employee from location A moves temporary to location C. Consequently, the eligibility profile kicks in and the employee is now enrolled in the incremental vacation plan. We would like that employee to remain enrolled in the front-loaded vacation plan, which is not possible according to the eligibility set up.
