Need to derive the BPA price base on the requisition creation date when release PR from planning

Summary:

We enabled new feature: Use Order Date to Determine the Price on Purchase Orders and update BPA with:Use order date for order pricing to Yes, and we also set the profile PO_REQUESTED_DELIVERY_DATE_VALIDATION value to No. However, when I release PR from planning workbench with requested delivery date later than the BPA line expiration date and price break end date, the PR price is still 0, not derived from BPA. And If the requested delivery date is earlier than the BPA line expiration date and price break end date, then can default the price from BPA. It seems the requisition price is
