Learning Initiative - New Starter Courses then added to Cyclic Courses - Not Working

Good Day,
We have 8 mandatory course that have to be completed by New Employees within the first 30 days so they become compliant for a Year.
These same 8 courses need to be completed by all employees yearly, but the issue is we have a set month for each course.
Now the query is we have new employees who have completed the course for example in July but they are not being added to the cyclic courses for the company in for example September for the same course.
We are aware that the employee's have to complete the same mandatory course twice within 3 months, and this has been advised to new employees when they start.
