Final Shipments Forecast does not equal Adjusted Shipments Forecast

Trying to understand when Final Shipments Forecast does not Equal Adjusted Shipments Forecast.

Expectation if for Final Shipments forecast to equal Adjusted Shipments whenever this measure is populated. In a scenario, we are seeing that this is not the case. Upon further investigation, we learned about Change to Shipments Forecast Percentage measure, which when populated affects the calculation logic for the Final Shipments Forecast measure. However, we are seeing this measure is blank in our case so Final Shipments Forecast should match exactly what is on Adjusted Shipments Forecast. Any help is much appreciated. Thanks!
