Manage Scoring not available in Closed Negotiation (RFP) when Scoring is already Open

Summary:

Scoring is open for project team members to do the scoring but the negotiation owner cannot see the Manage Scoring to check the scoring progress and to know who has not done the scoring yet.

Scoring is enabled with assigned Scoring Team.

Negotiation is already closed and scoring is already open. Some of the project team members has done the scoring and some are not but we cannot see the Manage Scoring to check the scoring progress.
