Is there a historical data store or PVO for Person Email Address?

PVO for Person Email Address is not retrieving historical and future dated records.

I am not able to find a historical PVO for Person Email Address. Available PVO is filtered using current date, Start date and end date. 

Effective Date Disabled checkbox is shared across all offerings that are using the same PVO. Thus, we can't activate it to pull the historical records.
