How to enable sipment HVOP for customers

We have to process large amounts of shipments but many shipments stuck in the send shipment advice ESS job and invoices are not created. For that we have to manually run the ESS job "Send shipment advice" for so many shipments.

We raised a service request back then and they told us that this issue will be cater in 23C update by enabling the shipment HVOP for customers.

Kindly let us know can we enable this.
