Alert - HR Rep not receiving it

Hello,

We are configuring these 2 alerts and the employee and line manager are able to receive the alert, however the HR Rep is not getting the notification (please note I am using the seeded values regarding the template).












Do you have any idea why the HR Rep is not getting the notifications?
