Can we create a required learning assignment using renewal rule, which will be renew for every year?

Summary:

Can we create a required learning using renewal rules so that all the employees get assigned to required learning and after they complete it for the first time their assignments renew for the next year?

The requirement is to create required learning assignments for some courses that employees need to take every year. Instead of creating a new course every year if we can use the same course and use the re-assigning learning feature or renewal feature to assign the same learning item to all the targeted employees every year. And, since we are using sequencing, we can update the content in the offering every year and reconcile the learning assignments.
