My Services- Access to Active Applications to View Details

Summary:

We have two employees who are trying to get access to the Vertex Tax Guides under My Services. Users are only able to view a list of environments and need to see this page where the Active Applications ERP and HCM are displayed:

Our OIT Admins are not able to locate the path to assign the Instance Admin role (FA_GSI_Administrator). We've followed the Fusion Global Payroll: How to Locate Documents and Vertex Guide in New Cloud MyServices Portal (Doc ID 2629499.1) and have had no success.

Does anyone know how to add the role to the new users so that they get the correct access in My Services? Would appreciate any help.
