Backup Retention blocking Clone?

I have a single Apex database on the free tier (about a gig in size) and I'm trying to make a clone. Based on all the documentation I've read, I should be allowed two free tier databases. I met with my Oracle sales rep who indicated that I have too many backups and that may be why the clone doesn't work. On six different days in the last 60 day period, two backups were made. Backups are 100% controlled by Oracle in the free tier. I don't need them, but I can't delete
