We no longer have the list of learners to assign learning as a manager?

Previously, in 23B, the manager was able to assign learning or register external training for his entire team and subordinates via self-service, it was possible to see a complete list of the subordinates as in the screenshot:

Now in 23C this screen is different and he has to select one by one by typing in the name, as there is no longer the list as in the screenshot:

I would like to know if there is any functionality, process, any other path or functionality in development in which the manager views the complete list again as before, because the manager has lost this autonomy via self-service.
