Accept offer letters prior to Transfer

Currently we have both Oracle Recruiting and Global HR modules implemented. When any transfers are initiated/performed through Oracle Recruiting, the candidate/Employee have the ability to review the Offer Letter and accept the Offer Letter prior to the transaction getting completed.

But when a 'pre-identified' transfer is performed directly in Core HR module, we currently use the checklist task to send the offer letter after the actual transaction is complete. We do have an approval rule wherein in the Employee is supposed to approve the transaction, but the offer letter acceptance is not part of it unlike the Transfer in Recruiting module, where the Employee has the ability to accept/decline the offer letter as part of the transaction.
