Better approach in terminating primary work relationship

Hello experts,

Our client has this set up wherein employees have two records in the system. Please see below screenshots (two work relationships). They have different user person type, and the 'Roster' user person type is always retained in the system even we terminate the other user person type.

But in this case, the work relationship with 'Roster' user person type is non- primary and the work relationship with 'D' user person type is the primary.

We want to terminate the work relationship with 'D' user person type but it is throwing an error that we must designate one of the secondary work relationships as primary before the termination. We understand that this can only be done by cancelling the
