Using Proxy/Impersonation access with audit capabilities

I'm trying to get the Proxy access to work on our Fusion system, to be able to complete manager actions such as promote team members.

I've found a document that provides guidance, however cannot seem to get it working as required.

The document advises -

I can get the Proxy access to work by disabling (FND_AUDIT_IMPERSONATION_TRANSACTIONS) profile option. However I'm trying to get it to work with the audit enabled.

I've gone to 'Manage Audit Policies' - 'Configure Business Object Attributes' then selected 'Global Human Resources' and ensured all audit boxes were ticked. However an error message populates to advise you cannot complete these actions with an Impersonator profile.
