is there a way to use pricing date effectivity without timestamp in Matrix classes

Summary:

Business users are all in PST timezone and they need date effectivity to manage price and discounts effectivity but they do not need timestamp or they need everything in PST from pricing perspective. System stores everything in UTC and uses that for pricing when OM sends the request to pricing

This is the instructions we have given to users and you can see there are multiple chances of making mistakes and there is no way to catch until we reach the invoicing stage and some one reviews pricing.
