For Sell Intent Contracts, how to make association of projects to Contracts mandatory

We have a requirement from the business that on association of projects for the sell intent contract has to be mandatory. If no project has been associated with the contract then system should throw an error on submitting the contract for approval. How can we achieve this requirement?
