Legal Employer and Grade combination validation

Approved Case# 9

Problem Description: When creating new employee or updating, in case the Legal Employer is 'XXXX' e.g. then the grade column should only be defaulted to specific value e.g. SC. In case user tries to change there should be an error.

I under that LOV can't be controlled by Autocomplete Rule. But we are trying to add validation to make sure user don't select any wrong combination. We have added Autocomplete Rule. Issue that we are facing is with Grade field. In "IF" condition it does not pull any value and always get NULL. How to get Grade Value in Comparison?
