Can we bring in Sales orders from external systems without implementing Order Management?

Summary:

Can we bring in Sales orders as demand to fulfill them in Oracle Fusion with out Order Management license. We use an external system for order capture, pricing and order booking.

Content (required):

We have an external Order Management System. However, we would like to bring in the shipping transactions into Oracle Cloud, loading WSH_DEL_DETAILS and probably shipping in Oracle. Basically we would like to capture the Sales Order Pick and Sales Order Issue transactions in Oracle Fusion Inventory with out Order Management, as we have another system that does Sales Orders.

I was exploring this, but wanted to know if this can be done with OM license. I say this because reservations and shipping fall under Inventory Management and we have procured full license of Inventory Management.
