Learning assignment criteria in learning initiatives not editable

Summary:

Issue : We have learning specialist A who created the learning initiative and able to edit the learner selection and we have other learning specialist B who have all the access to initiative except editing the learner selection and criteria.

Please let us know if this is the standard behavior, the one who created the learning assignment criteria only be able to edit the same?

For learning specialist B edit button is greyed out
