Is it possible to view effective date on Rate Cost when viewed from Shipment

Summary:

When we select shipment and go to financial tab, click on Planned Rate Record, then Rate Record open in View mode.

Here, scroll down to Rate Costs section, where we can see all the cost details. Now, the thing is Effective Date is not available (Rate Cost effective date). Is it possible to have effective date?
