Cannot create always free micro instance in my homeregion. No shapes.

I'm using oracle free tier for some development and few personal web services. Yesterday i've terminated one of my Standard-E2.1Micro instance (which is as you said always-free tier), But after removal. When i'd like to start new fresh always-free e2.1-micro instance it says that there is no available shapes in my homeregion,

Which is not true... Because i'd already terminated the same instance type few minutes ago.
