How do I make an App Tile direct to the Payment Methods page?

Summary:

We have a business requirement to have an app tile direct to the personal pay methods page. Currently the payment methods quick action does this, but they would like it to be an app icon instead of a quick action. When I click it right now (with what I think is the correct information for an application page link), it just goes to a blank screen.
