Ability to exclude EDM members in EPM

Is there a way to exclude members in EDM from EPM hierarchies?

Our GL account hierarchy contains more detail than the budget level. In EPM the goal is to drop the level zero expense members, leaving us with level one members as the budget input members. I am planning to disable these members in all cubes if there is not another option.
