Role required to enable Admin Server in WCC

Hi Experts,

Greetings of the day!!

We have requirement to enable 'Enable download applet' option from admin login in content server. We just want to know which role and privillage to be added to the admin account to get Admin Server as showing in the attached snippet. We already added Content Administration role for the admin account but still not able to see Admin server option. Can someone please help me with this.
