How to Delete Function Security Policies in Custom Security Role

I need to create a custom copy of the delivered Payroll Manager role and remove 3 Function Security Policies:

Manage Application Common Lookup

Manage Application Set-Enabled Lookup

Manage Application Standard Lookup

I've tried the following:

Copy Role Payroll Manager Job ORA_PAY_PAYROLL_MANAGER_JOB Copy top role

Copy Role Payroll Manager Job ORA_PAY_PAYROLL_MANAGER_JOB Copy top role and inherited roles

For both of these I have the option to delete Function Security Policies where Inherited from Role is blank. I then click Load Inherited Policies because that's where these 3 are that I need to delete. I do not have the option to delete Function Security Policies Inherited from Role (in this case, the roles inherited from are Payroll Implementation and Payroll Interface.)
