Multiple Time Card Approvers

We are using the Oracle Fusion Cloud Applications 23C (11.13.23.07.0) Human Capital Management. Please excuse me for my lack of knowledge of Oracle Cloud applications, our system was set up by an implementation consultant and they have not been very helpful here.

We are a non-profit mental healthcare organization that manages multiple group homes. We have supervisors setup for an entire department of group homes, but would like to give the home managers the ability to also see and approve time cards. But we don't want to make these home mangers supervisors/line managers.

I'm looking for advice on how to accomplish this.
