Nonworkers are not considered as incumbents

Hello everyone,

While working with nonworkers, we found out that even though they are linked to a Position - they are not considered as incumbents of the position.

After some searching, I was about to find the following Guide in Customer Connect in which it is mentioned that indeed the nonworkers are not considered as incumbents in a position and that is why they are excluded from the count:

I was wondering whether anyone could confirm that this is indeed the expected behaviour, and even if a non worker has a position, in the Position Details we will not be able to see any Incumbents because the system doesn't count them.
