How to configure the Capacity Limit without an Equipment Type?

Hi, we have a situation where the client needs the functionallity of the capacity limit, but it would need to be without specifying the equipment type.

In other words, the client has an agreement of amount of shipments per day, but is doesn´t specify what type of equipment, just the amount of shipments.

It is literally like the screen below didn´t obligate filling the "Equipment Type ID" ...
