Cannot connect VBS to on-prem database

Summary: We have a 12cR2 database on-prem that we cannot move to cloud due to legacy app. We design ApEX apps and use VBS GIT for source control. We want to get CI/CD setup with VBS so we can have full auditing done, but are unable to connect VBS to our on-prem database via SQLcl (all IPs listed have been whitelisted on port 1521)
