Not able to create charges for items using FBDI for an existing Price List

Summary:

I am using Price List FBDI and want to Add Price List Item to existing Price List and for that Price List item Create Charge.

I have attached sample FBDI. It successfully added Price List Item to existing Price List, however it did not create any charge.

Can you please guide what exact Operation (CREATE,UPDATE,APPEND) I should be passing on 3 tabs of Price List FBDI for: (I want to add Items and Charges to existing Price List)

This is what I passed in FBDI:

PRICE_LISTS_INT tab: APPEND

PRICE_LIST_ITEMS_INT tab: CREATE

PRICE_LIST_CHARGES_INT tab: CREATE
