Workflow Approval Rule To Route for Approval When There Is No Assigned Individual to an AOR

Summary:

Is there a way to create a rule for a task/transaction (e.g. New Position, Update Position) for approval to an AOR but if there is no one assigned to/in that AOR , then to route to an XYZ approver. If there is someone assigned to that AOR, route to them to approve and end workflow.

For example:

Happy Path:

Transaction submitted that needs approval via "ABC" AOR - Individual(s) is assigned to "ABC" AOR, who receives approval workflow - Approve or Rejects Transaction - Transaction Complete

Not Happy Path:

Transaction submitted that needs approval via "ABC" AOR - No individual(s) is assigned to "ABC" AOR - Transaction Routes to "XYZ" Approver due to "ABC" AOR is not assigned to anyone - XYZ approver delegates, approves, or rejects Transaction - Transaction Complete
