Unable to access HCM Cloud HCMRestApp

When trying to configure an invoke to the HCM Cloud REST services I am receiving an error, this does not occur for the other available REST resources just the HCM one

Content (please ensure you mask any confidential information):

An error occurred while loading the application catalog. ERROR: Exception while parsing the REST application catalog hcmRestApp. Error accessing the URL: - recevied HTTP Response Code: 500; Reason: Internal Server Error. This might be because REST APIs are not enabled on the Application. Please contact your Application Administrator.

I followed the instructions within this support article but that did not solve the issue -
