Employment Data Change Quick Action is not visible under My Client Groups

HI,

We have an issue where some Quick Actions are not visible under My Client Groups eg. Employment Data Change to HR Inquiry users. There is no restriction based on Role in the Quick Actions setup. When we go to Structure-->My Client Groups-->Quick Actions--> Employment--> "Employment Update - Employment Data Change" Quick Action, we can see that Visible is marked as "Yes". There is no EL Expression on the same for restriction based on role/s or anything else. Can someone help?
