Can we have Custom Validation on click of Autocreate shipment button before creating shipment?

Summary:

There is Autocreate Shipment button on Manage Shipment Lines Page in Inventory Management (Screenshot Attached). As per business requirement, onclick of Autocreate Shipment button, before creating shipping for the selected lines, the order need to be validated based on some business conditions against Custom DB data stored outside Fusion.

How can we  fulfill this custom requirement?
