Our customer need approve rule for the award which doesn't use Recommended Award Amount

I think we should create  approve rule  with condition like （Recommended Award Amount is not equel to award amount）

But I found the [Recommended Award Amount] is line level attribute but [Award Amount] is header attribute.

So it doesn't make sense to compare [Recommended Award Amount] with [Award Amount]

Some other idea of the requirement?
