how to deny the Employee to submit the annual leave if projected balance is negative

We have annual leave balance plan ,and minimum value is zero , but when employees are submitting the leave and the projected balance is negative , they can still submit , how can we deny the employee to submit the annual leave if the projected balance less than minimum value configured
