We have a custom role assigned to users who are Facilitators. They normally go into Offering and change the status of learners.

After 23C, the Change Status button is greyed out and is unavailable to users. I had added WLF_MANAGE_LEARNING_ASSIGNMENT_RECORD_ACTIVITIES_PRIV but it is still not working.
