Delay in users appearing in Planning applications

Summary:

When have moved to OCI Gen 2 and when we add users in Identity Cloud there seems to be a long delay (over an hour) before the users appear in our Planning applications. Before moving to OCI Gen 2 there was a delay but it was about five minutes. Is this long delay normal?
