I want to assign an user a role, so that the user can be 'BPM Administrator'

Summary:

I want to assign an user a role, so that the user can be 'BPM Administrator', then will be able to 'Skip current Assignment'.

However, I have assigned much more administrator role to the user. It all seems not work.
