can we have shared model, only BPA can be shared across Business units

Summary:

Business following de-centralized business model, It means Requisitioning Business unit shall have corresponding procurement business unit, Business want to have a dummy procurement business unit to manage BPA only, While other Requisitioning BU should be able to refer BPA created under dummy procurement BU, However, the purchase Order should get created under respective Procurement BU and not in Dummy procurement BU.... Dummy Procurement BU is just to hosts Agreement to be shared by different requisitioning BU
